
Remember in one of my earlier post I had reported about IRS outsourcing its tax collection function to private collection agencies but a latest report from the Government Accountability Office states that IRS should address some implementation issues first.
IRS has been said to have failed in addressing certain issues in the GAO study:
Establishing an evaluation procedure
Creating results-oriented goals and measures
Determining program costs
The report also stated that IRS has not documented the criteria that it would be using for determining whether the limited implementation performance required expansion. It has recommended that IRS conducts an internal review of the program and study the PDC costs associated with it.
