It is being said that increasing the English proficiency of high school graduates would make them eligible for call center jobs. If given proper training, high school graduates fulfill the gap in the demand supply of employees fro call centers in Philippines. In order to achieve this, Commission on Information and Communications Technology or CICT plans to spend at least five million pesos on T.V. and radio advertising so that large number of high school graduates get English training. CICT plans to approach the Philippine Information Agency in order to work on the campaign.

High school graduates could opt for voucher program of the Technical Education and Skills Development Authority (Tesda). As per the agency website, this program provides incentives to underprivileged individuals for acquiring skills in information and communications technology.
