In order to boost outsourcing, Shanghai government has issued certain guidelines. The Central government wants that top priority must be given to the development of the service industry and in order to achieve that Shanghai would be focusing on the development of its service economy and improving its competitiveness.



Shanghai is required to focus on the development of offshore service outsourcing and create group of companies having their own intellectual properties and brands and convert the Pudong New Area into a national level model area for service outsourcing. The city would also be offering preferential policies in order to attract highly qualified talents and provide them with more training. In order to deal with the registration procedures for service outsourcing firms, government departments should also improve their work efficiency.
